TAX, ACCOUNTING & CORPORATE COMPLIANCE

Create clarity around compliance and reporting.

Coordinate accounting, reporting and compliance workstreams in Vietnam and China. Clarify local specialist responsibilities and the information needed by management.

CLEAR RESPONSIBILITIES. RELIABLE INFORMATION.

Connect local requirements with group oversight.

International management teams need a practical view of the tasks, records and decisions required to oversee a Vietnamese operation. Fragmented provider relationships and unclear information handovers can make that oversight unnecessarily difficult.

We help organise reporting processes, responsibilities and implementation priorities, with tax, accounting and legal questions coordinated with appropriately qualified professionals. The objective is clearer management oversight, not a substitute for formal opinions, audit or regulated filings.

VISIBILITY, OWNERSHIP AND FOLLOW-THROUGH

Give management a clear view of the obligations.

Corporate compliance is not only a filing task. It requires clear responsibilities, complete information and a process for identifying changes, resolving questions and recording decisions. International management teams need to understand how local requirements connect with group governance.

01 · READINESS

Know what needs attention

Organise the obligations and reporting needs relevant to the agreed business scope. Identify questions for qualified tax, accounting and legal professionals rather than assume that a generic checklist covers the entity.

02 · RESPONSIBILITY

Know who owns the task

Clarify the division of work between management, local finance teams, headquarters and external providers. Distinguish preparation, review, approval and submission responsibilities.

03 · OVERSIGHT

Know what remains unresolved

Create a reporting and escalation routine for missing information, upcoming decisions and open issues. Management should be able to see the status and basis of the work.

A RELIABLE FLOW OF INFORMATION

Reporting that explains the business.

Local records and group reporting serve related but different purposes. The objective is a clear, controlled information flow, with accounting treatments and statutory requirements validated by the relevant specialists.

We help examine the process around the numbers: document collection, coding responsibilities, review, close routines and the explanations leadership needs to understand performance.

Finance-process assessment

Map how transactions and supporting documents move through the organisation. Identify incomplete handovers, unclear ownership and points where exceptions need review.

Close and reporting routines

Define an agreed sequence for preparation, checks, review and management reporting. Connect the timetable with the information dependencies across teams.

Group and local interfaces

Clarify data definitions, reporting formats and responsibility for reconciling differences. Bring unresolved accounting questions to the appropriately qualified provider.

PROPORTIONATE GOVERNANCE

Controls should fit the operating reality.

A policy has limited value if it is unclear who applies it or how exceptions are handled. We help management connect documented rules with practical responsibilities and review routines.

01

Approval authority

Clarify who can approve which decisions, the information they need and the route for exceptions or changes in scope.

02

Role separation

Review preparation, authorisation and checking responsibilities. Identify where team size creates a need for additional oversight.

03

Documentation

Define where supporting records, decisions and provider communications are held, with appropriate access and clear ownership.

04

Issue escalation

Set a route for unresolved questions, missing information and control exceptions, with an owner and a documented next action.

Areas such as related-party arrangements, cross-border payments or changes in business activity may require specialist assessment. The management process should make those questions visible early, without substituting general coordination for formal advice.

A FRAMEWORK MANAGEMENT CAN USE

Translate requirements into an organised programme.

Outputs are tailored to the entity, business activities, current processes and access available. Specialist input is needed to validate the applicable obligations and formal requirements.

Obligations and reporting map

An agreed record of tasks, information needs, owners and matters requiring specialist confirmation.

Reporting calendar

A working timetable for preparation, provider coordination, review and escalation, validated against the relevant requirements.

Finance-process and control assessment

Current workflows, handover issues, control gaps and prioritised improvement actions.

Governance and responsibility matrix

Preparation, checking, approval and specialist-provider interfaces, with clear accountability.

Implementation roadmap

Actions, owners, dependencies and review points for improving management oversight.

Case Study

Align a new local entity with group reporting.

Imagine an international company establishing a Vietnamese operation. Headquarters expects a regular management pack, while the local team is organising document collection and working with an external accounting provider.

A possible engagement would map the information flow, clarify provider and management responsibilities, and define a reporting calendar and review routine.

  • Agree the data and explanations headquarters needs.
  • Map local document preparation and provider handovers.
  • Assign responsibility for checking and resolving differences.
  • Escalate statutory and tax questions to qualified professionals.

This example illustrates a potential scope. It does not represent an actual client, compliance conclusion or achieved result.

AGREE THE RESPONSIBILITIES FIRST

What the engagement includes.

Do you replace our tax, legal or accounting provider?

Not by default. The role described here is management advisory and coordination. Existing providers can remain responsible for their specialist work, with clear interfaces and information requirements.

Can you issue a formal tax or legal opinion?

The engagement must assign formal opinions and regulated services to appropriately qualified professionals. A management assessment or coordination document is not a substitute for their advice.

Can you help an existing operation, not only a new company?

Yes. A focused review can examine reporting handovers, responsibility gaps, approval processes or the coordination of external providers. The scope reflects the specific management issue.

Will a calendar guarantee compliance?

No. A calendar supports oversight but does not establish that every applicable obligation has been identified or fulfilled. It needs specialist validation, accurate information and ongoing ownership.

What information is useful for the first discussion?

Begin with a non-confidential outline of the entity, business activities, reporting structure, provider arrangements and the main issue. Agree confidentiality and a suitable sharing process before sending sensitive financial or personnel records.

How are Vietnam and China compliance workstreams coordinated?

Keep a separate requirements register, responsible provider and reporting timetable for each jurisdiction, then identify the information needed by group management. The scope can organise specialist questions, documents and handovers across the two markets. It does not treat one country's accounting, tax or filing process as applicable to the other, or imply that Mekong Partners provides every regulated service directly.
